Call to Order:
Harris called the meeting to order at 7:08 P.M. in the boardroom of Township
Hall.
Approval of Agenda - additions/deletions:
Lowlor moved with support from Lemanski to approve the agenda. All ayes.
Motion carried.
Action Items:
A. Recommendation for Approval of a Change Order for Demolition of Bldgs. 70
and 142
Based upon the recommendations of the Airport Manager and NTH Consultants,
LTD, the Brownfield Authority hereby recommends to the Township Board of
Trustees that a change order in the amount of $30,000 be approved for
Brandenburg Industrial Services, Inc for additional costs related to the
demolition of Building 70, and that the Township Staff be authorized to expend
funds from the appropriate Brownfield accounts for the project.
Lowler moved with support from Lemanski.
Lawson reported that the following people were present from NTH Consultants:
Bob Gorman, Alan Erickson and Phil Johnson. Representatives from Brandenburg,
Vern Andershak and Dale Morrison were also present. Alan Erickson introduced
himself and his described his duties as project manager. Demolition of these two
buildings was part of a revitalization loan made to the DEQ by the Township. The
total awarded for the two buildings was $375,000, which was based on visual and
historic information provided by Jon Stout, the previous airport manager. The
loan was eventually approved by the DEQ, but it also included work in Hangar #1,
which was completed. NTH provided their proposal to the airport in May 2003,
which included hazardous surveys of both buildings, including mercury in Bldg.
142, and plans and specs in a bid package. They recommended on Nov. 26, 2003
that the low bidder, Brandenburg, be awarded the contract. NTH contacted the
local DEQ inspector, Tom Vincent, to arrange a site meeting, review procedures
and obtain his concurrence. That visit was on January 9th, 2004. Mr.
Vincent’s comments and observations are what generated this change order for
this demo work.
Phil Johnson, NTH, described how the bid package for this project was put
together. All the hazardous materials were identified including transite,
asbestos, PCBs, mercury, etc. They took the contractors through the buildings
and identified all these materials that they were aware of. It is up to the
contractor to specify quantities and how they will remove these materials.
Brandenburg was awarded the contract based on their bid package. The DEQ
required the contractor to remove all transite and/or asbestos inside and
outside Bldg. 70 prior to demolition, which necessitated this change order.
Harris and then Weaks asked Johnson for clarification of the costs of the
change order and their impact on the bid amounts. Much discussion followed
regarding the proposed change order and what prompted it, as well as the role of
the DEQ inspector and the standards he enforces.
All ayes. Motion carried.
