SPECIAL MEETING – 7:00 P.M.
PRESENT: Robert Harris, Chairman; Joseph Lemanski, James Lowlor, James Weaks, Commissioners; John Lawson, Airport Manager; Joe Wierzbicki, Airport Intern.
ABSENT: Les Neal, Trustee; Tom Dunne, Tom Burkhart, Commissioners
Call to Order:
Harris called the meeting to order at 7:12 P.M. in the boardroom of Township
Hall.
Approval of Agenda - additions/deletions:
Weaks moved with support from Lemanski to approve the agenda with the
addition of Discussion Item A. Update Re: Demolition of Buildings 70 and 142.
All ayes. Motion carried.
Action Items:
A. Approval of Dates for FY 05 Meetings
The Brownfield Authority hereby approves and publishes the Authority’s
public meeting dates for FY 2005.
Weaks moved with support from Lowlor.
Weaks asked that there be less time scheduled in between the regular
Brownfield Authority meetings and the Airport Commission Meetings as there often
seems to be a gap. Lawson responded that they could probably adjust those times
based on the agendas.
All ayes. Motion carried.
B. Reduction in Amount of Site Reclamation Grant
Based upon the recommendations of the Airport Manager and NTH Consultants,
LTD, the Brownfield Authority hereby directs the Airport Manager to inform the
Michigan Department of Environmental Quality (MDEQ) that $18,415.09 from the
Site Reclamation Grant awarded to the Authority in December 1999 will not be
needed for projects authorized under the grant, and that the grant amount can be
reduced by that amount.
Lowlor moved with support from Lemanski.
Weaks inquired if all avenues were explored to utilize this money. Lawson
replied that the work plan for that grant is very specific on how it can be used
and at this time, he does not believe it can be utilized. There was discussion
that followed regarding the monies that DEQ owes the Brownfield Authority and
this amount that is to be sent back to the DEQ.
All ayes. Motion carried.
Discussion Items
A. Update re: Demolition of Buildings 70 and 142
Lawson reported that the demolition project of Building 70 is approximately
35-40% completed. The outside transite has been removed and they are currently
working on the roof. The DEQ representative was on site and is pleased with the
work. Building 142 pump house and been completely taken down and cleared. They
have started to poke holes in the north wall of the reservoir. Lawson also
stated that Marcia Woodley has been present during some of the work on this
building, but as of today, they have not reached the wall with the mural. She
will be updated periodically as she has requested.
